The Opportunity


The Water Operations Branch is a branch within the Infrastructure Department. The branch’s key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution systems. This includes the repair and maintenance of drinking water treatment systems, water mains, valves, hydrants, residential main shut off valves, repair/replacement and water meters for service billing; the inspection of water mains and services; the installation of Industrial / Commercial / Institutional water services and meters, new home meters and hydrant metered gate valves; the Backflow Prevention Program; the resolution of water quality or water pressure issues/complaints; the maintenance of City standard drawing details for water specifications; and the prevention of infrastructure damage through the locating services for all of the City of Barrie's buried infrastructure in accordance with "One Call" legislation.


Under the general guidance and direction of the Supervisor of Water Customer Services, the Water Meter Technician is responsible for performing all tasks necessary to ensure the efficient, and accurate operation of water meters and advanced metering infrastructure. This position is responsible for locating, inspecting, cleaning, repairing, testing, maintaining, and calibrating water meters and water meter related equipment. The Water Meter Technician installs and inspects residential, industrial, commercial, and institutional water meters and remote reading equipment, as well as troubleshoots and corrects remote reading equipment. This position corrects minor plumbing issues as they relate to water metering and inspects new or repaired water services for compliance with City standards. Additionally, this position inspects for and reports on any broken/damaged water meters, suspected or proven tampering or unauthorized use of water, hazards to the public drinking water system, and non-compliance with multiple City by-laws (i.e., Cross connection control by-law, Water and Wastewater billing by-law). This position is required to perform On-call duties on a rotational basis.

Education



  • Two (2) year College Diploma in Civil Engineering Technician, Environmental Technician, or a related discipline

  • Two (2) years of experience performing duties related to the major responsibilities of the position


Knowledge/Skill/Ability



  • General knowledge of the following legislation, regulations, or requirements: Safe Drinking Water Act, 2002 and applicable regulations; Ontario Drinking Water Quality Management Standards; Ontario Water Resources Act, 1990 and applicable regulations; the Municipal Act; and Ontario Occupational Health and Safety Act, 1990

  • Working knowledge of the Ontario Building Code Act, 1992 (O. Reg. 332/12, Division B, Part 7, Plumbing; and CSA B64 Series of Standards)

  • Working knowledge of displacement type-cold water meters AWWA C700-20, NSF Standards for Water Treatment Systems-NSF/ANSI/CAN 60 and NSF/ANSI/CAN 61, and municipal water systems and water metering systems

  • Demonstrated ability to:

    • enter, transcribe, record, store, and maintain information in electronic form

    • work independently with minimal supervision



  • Intermediate skills include: Analytical; Problem Solving; Time Management

  • Advanced skills include: Interpersonal; Verbal Communication; Written Communication

  • Intermediate computer literacy using Microsoft Office (Word, Excel, Outlook, Access, Teams), Field Logic, CMMS, Electronic logbook, and the Internet

  • Availability to work outside of scheduled work hours to perform standby, overtime, or emergency response duties

Hours:


The normal hours of work are 40 hours per week in accordance with the Collective Agreement


Wage:


This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:



  • Yearly Salary: $67,371.20 to $80,683.20

  • Hourly Pay Rate: $ 32.39 to $38.79



  • Pay Level: Level 5

  • Yearly Salary: $67,371.20 to $80,683.20
