Introduction


The Asset Management Branch with the Department of Public Service Delivery is seeking a highly motivated Technical Officer to work in Brandon, Manitoba. The Asset Management Branch is responsible for operating and maintaining safe, quality and sustainable working environments and to ensure the efficient operation and good stewardship of government buildings and assets.

Duties:


Under the direction of the District Property Manager (DPM), the Technical Officer provides technical support to the DPM, Facility Managers, Project Manager and key support staff within the District. With the direction and approval of the DPM, the Technical Officer coordinates, plans, and implements the District A program, capital equipment, asset retirement obligations, capital plan, and life cycle replacement program.


Qualifications:



  • Diploma in related technology (CET, C-Tech or Major trade designation) or an acceptable combination of education, training, knowledge, skills and experience may be considered.

  • Experience with project planning, estimating, scoping, tendering document preparation and construction administration.

  • Experience with facility maintenance and operations including HVAC systems, control systems and building envelope systems.

  • Experience with Microsoft Word, Excel, Outlook and PowerPoint or equivalent software.

  • Experience and knowledge in utilizing and applying Manitoba Building and Fire Codes including amendments and the Workplace Safety & Health and Regulation.

  • Experience in technical investigations, analysis and report preparations with recommendations.

  • Experience leading, supervising, coaching and mentoring subordinates.
  • Experience in remediation of asset retirement obligations (asbestos, mercury, etc.).

  • Financial management related to capital asset management is required.

  • Management experience in a client service environment and strong client relations skills.

  • Knowledge of maintenance program management / facility management in a variety of building types, sizes and occupancies are all required.

  • Must be legally entitled to work in Canada

  • Must have a valid 5th Class driver's licence and some travel may be required including overnight.

  • Must be able to produce and maintain a Satisfactory Criminal Record Check with Vulnerable Person Check, Adult and Child Abuse Registry Checks and Enhanced Internal Security Checks.

  • Must be physically able / capable of performing the required duties of this position such as sitting, standing, crouching, walking, medium lifting, climbing and wearing of Personal Protective Equipment.

  • Must be able to work alone, outdoors, in restricted spaces, in confined spaces, working at heights, exposed to noise, hot and cold temperatures, chemicals, dust and hot spaces.

  • Must be able to work evenings, weekends and holidays if required.
