Job Description

Preference will be given to qualified employees, as defined in the Full-Time Support Staff Collective Agreement. Should a suitable candidate not be found, external candidates will be considered.


The Payroll Specialist provides a high level of customer service and applies knowledge of payroll-related legislation, college policy, and established processes and procedures to ensure accurate and timely end-to-end pay processing for employees and other payees. The role supports a large and complex payroll environment with multiple employee groups, collective agreements, and diverse payment types.


What You’ll Be Doing



  • Auditing pay-related transactions in the PeopleSoft HRIS system for both employee and non-employee payments across multiple contract types;

  • Ensuring payments have sufficient authorizations and follow the terms and conditions outlined in our various collective agreements, college policies and procedures;

  • Running and supporting full-cycle bi-weekly payroll processing from time collection through payment disbursement, including troubleshooting issues and ensuring payroll deadlines are met;

  • Collecting and consolidating timesheet submissions and exception time reports and preparing data for electronic upload;

  • Monitoring and adjusting employee deductions;

  • Ensuring earnings and deductions are accurately reported for year-end tax slips;

  • Supporting statutory remittances and government reporting requirements to ensure compliance with CRA legislation;

  • Post-pay reporting, remittances and reconciliations as assigned;

  • Participating in ongoing project work including attending meetings, performing testing and change implementation;

  • Performing other related duties as assigned.

The successful candidate will also meet the following qualifications



  • 3-year diploma or degree in Human Resources, Accounting, Finance, or related field;

  • 5 years of payroll processing experience (equivalent combination of education and experience may be considered).

  • PCP designation from the National Payroll Institute is required.

  • Experience in interpreting collective agreements.

  • Demonstrated high level of integrity and commitment to compliance with CRA legislation and payroll best practices.

  • Advanced proficiency in Microsoft Excel is required; experience with macros is considered an asset.

  • Experience processing payroll in a complex, unionized environment using a large enterprise HRIS/payroll system (PeopleSoft HCM preferred).

  • Experience with accounting principles, mathematical calculations, and general ledger distributions will also be considered an asset.
