JOB SUMMARY: The role of the FLIC/CLIC worker is to receive intake calls from potential clients, who call in with a legal issue and want to speak with a lawyer for advice. The FLIC/CLIC worker will screen the calls and determine what area of law the client needs advice in, Family law, Child Protection (CYFSA), or Criminal law. The worker will complete intake and prepare a schedule for the panel lawyer assigned to attend the legal clinic next. The worker also allows the client an opportunity to discuss their case, confirm which area of law, then obtain all necessary consents to allow the client to prepare their plan. The worker may further refer the client to other Justice or Social Services programs that may support and benefit them. The worker will contact LAO, to assist the client apply for a LAO Certificate.

The FLIC/CLIC Worker reports to and works under the direct supervision of the Director/Staff Lawyer of Justice, in collaboration with Social Services and in cooperation with Legal Aid Ontario (LAO), who fund the panel lawyers that provide legal advice to the FLIC/CLIC clients.

BASIC QUALIFICATIONS:

  • Must possess a degree in Social Work, Psychology, or Sociology, OR
  • Completion of an accredited college diploma in related fields, with 2 years of related work experience OR
  • Highschool diploma, or equivalent with demonstrated 5-7 years of related community experience working with family complexities, knowledge of the court system process with emphasis on Family law, Child Protection (CYFSA) and Criminal law related matters.
  • Proven ability working with services on Six Nations or other First Nations, as well as surrounding communities.
  • High Level of Communication Skills: interoffice, interpersonal, telephone, and written.
  • Excellent written and verbal communication skills with demonstrated ability to write clear and concise letters/reports, and the ability to meet deadlines and other administrative requirements.
  • High Level of Computer Skills: Microsoft Word, Outlook, Excel, and Power Point.
  • Strong level of organizational skills.
  • Must be a team-oriented player.
  • Must have favourable criminal record check and vulnerable record check.

REPORTING RELATIONSHIP:

The FLIC/CLIC Worker reports to and works under the direct supervision of the Director/Staff Lawyer of Justice, in collaboration with Social Services and in cooperation with Legal Aid Ontario (LAO), who fund the panel lawyers that provide legal advice to the FLIC/CLIC clients.

PURPOSE & SCOPE OF THE POSITION:

The role of the FLIC/CLIC worker is to receive intake calls from potential clients, who call in with a legal issue and want to speak with a lawyer for advice. The FLIC/CLIC worker will screen the calls and determine what area of law the client needs advice in, Family law, Child Protection (CYFSA), or Criminal law. The worker will complete intake and prepare a schedule for the panel lawyer assigned to attend the legal clinic next. The worker also allows the client an opportunity to discuss their case, confirm which area of law, then obtain all necessary consents to allow the client to prepare their plan. The worker may further refer the client to other Justice or Social Services programs that may support and benefit them. The worker will contact LAO, to assist the client apply for a LAO Certificate. The worker runs the clinic by scheduling a panel lawyer to speak with a client by telephone at an assigned time (or in person). The FLIC/CLIC runs each Thursday from 12:30 pm to 4:30 pm and the panel lawyers rotate to avoid any conflicts of interest. The worker will keep track of who is scheduled to speak with the panel lawyer, to ensure there is no conflicts that arise.

In addition, the FLIC/CLIC worker will screen clients that are involved, or at risk of being involved with Child Protection (CYFSA) matters, and link them to a consultation with a lawyer. The worker will have access to LAO Panel lawyers on call for this purpose, or will schedule the client to meet with the panel lawyer on the regular scheduled day, if warranted.

KEY DUTIES & RESPONSIBILITES:

Technical Functions

  • Ability to conduct program intakes and interviews.
  • Ability to communicate effectively with clients, young people, parents and workers.
  • Ability to maintain clear records of work undertaken in a timely manner.
  • Knowledge of Haudenosaunee Principles and how to apply them in a team environment, with clients and community members.
  • Knowledge of the family law, child protection (CYFSA matters) and criminal justice system and process.
  • Experience working in partnership with other professionals including lawyers, agencies, and community organizations.
  • Knowledge and experience of challenges and issues facing vulnerable, socially excluded individuals.
  • Will attend justice department's community and other promotional events.
  • Will provide outreach at community events.
  • Will attend training as may be required and determined by supervisor.

Administrative Functions

  • Will represent Six Nations Justice Program at inter-agency meetings when appropriate.
  • Answer telephone calls and responds to emails relating to FLIC/CLIC from clients and/ or LAO and/or panel lawyers.
  • Create tracking sheet for phone call inquiries.
  • Follow procedures and practices related to, but no limited to, case management, informed consent, confidentiality and record keeping.
  • Will keep monthly program statistics and reports to Director/Staff Lawyer of Justice.
  • Will keep the Director/Staff Lawyer of Justice apprised of activities on a weekly and monthly basis both verbally and written.

Communication & Liaison

  • Ensures confidentiality is maintained with clients and justice department matters.
  • Provides statistical reports and recommendations.
  • General understanding of communication procedures within an office setting.
  • Maintains confidentiality and ensures compliance following the Justice Department's policy.
  • Participates in team approaches to resolving issues, conflicts and problems that may arise in the process of providing services – when appropriate.

Other Related Duties

  • Performs other job related duties as may reasonably be required and will attend and participate in scheduled training, as directed by the Director/Staff Lawyer of Justice.

WORKING CONDITIONS:

Work involves mental stress, requires interaction with the public and staff, subject to deadlines, interruptions, and some unscheduled work hours, and the ability to take direction, and work effectively and independently.

WORKING RELATIONSHIPS:

With the Director/Staff Lawyer and Manager(s)

Receives guidance and discusses plans, priorities to ensure tasks are done efficiently and effectively; receives direction and supervision.

With Justice Department Staff

Liaises, cooperates and provides encouragement; maintains control through teamwork and direction.

With Legal Aid Ontario (LAO) and LAO Panel Lawyers

Liaises, and schedules clients with Panel Lawyers.

With Other Staff

Maintains cooperation and consideration with all staff under Six Nations Council, in particular the Six Nations Social Services department.

With External Agencies and Ontario Court of Justice

Represents and promotes Six Nations Justice Department interests relative to the FLIC/CLIC program and maintains awareness of legislative policy and program changes; seeks to develop sound, professional working relationships.

With the Public

Represents and promotes the Justice Department program interests of Six Nations Elected Council; works in a courteous, co-operative, positive and proactive manner, provides information as requested.

Errors in judgement and in the conduct of duties could lead to loss of credibility, poor public relation, confusion, duplication of effort and misinformation being given to the Director of Justice, Six Nations Council, Government Agencies and the public.
