Qualifications


MINIMUM FORMAL EDUCATION/TRAINING:

  • Bachelor's degree or a Community College Diploma in a directly related discipline required or an equivalent combination of education and experience.

EXPERIENCE:

  • Must have a minimum of six years' experience in software development, maintenance, troubleshooting, and enterprise-level application support within a large and complex environment.
  • Must have experience leading resolution of complex technical issues, including debugging, root cause analysis (RCA), and performance optimization.
  • Must have experience managing small projects using standard project management practices, including Waterfall and Agile delivery.
  • Must have experience designing, developing, and overseeing APIs and web services, including integration, troubleshooting, and lifecycle management.
  • Must have experience supervising or leading software development teams.
  • Must have experience working within Agile software development practices and using industry-standard tools.
  • Must have experience applying and coordinating application patches, updates, and security fixes, including impact assessment and timing of changes.
  • Must have knowledge of Incident and Change management processes, including participation in planning, review, and post-implementation activities.
  • Must have experience collaborating with developers, business users, and IT teams to prioritize and implement application performance and reliability improvements.
  • Must have experience working with enterprise application stacks including SQL (PL/SQL, T-SQL), JavaScript technologies (for example ES6, Angular, ), Python, and scripting languages such as Bash or PowerShell.
  • Must have experience using and overseeing version control systems and CI/CD pipelines.
  • Must have experience creating and reviewing testing documentation, including test plans and test scripts.
  • Must have experience working cross-functionally to resolve application issues, improve workflows, and lead or facilitate code reviews and design discussions.
  • Must have experience producing and maintaining technical documentation for workflows, troubleshooting procedures, system configurations, and operational support.
  • Must have experience coordinating application deployment schedules and related changes across IT and business teams.
  • Must have experience analyzing logs, metrics, and monitoring data to support diagnosis, trend analysis, and root cause investigation.
  • Knowledge of test-driven development concepts and automated testing practices is preferred.
  • Knowledge of container technologies and cloud-based troubleshootingis preferred.
  • Familiarity with SharePoint and Office 365 Power Automate, Power Apps would be an asset.
  • Familiarity with Drupal would be an asset.
  • An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES:

  • Must have strong analytical, problem-solving, troubleshooting, and debugging skills to resolve complex application and system issues independently.
  • Must have experience using scripting and programming languages such as Python, Bash, or PowerShell to support automation, batch processing, integrations, and operational workflows.
  • Must have experience applying DevOps best practices within a team to support reliable application delivery and operations.
  • Must have an understanding of application security principles, including authentication, authorization, and access control, and the ability to apply these concepts in application and integration design and support.
  • Must have effective verbal and written communication skills with technical and non-technical stakeholders.
  • Must have experience collaborating within teams, including mentoring staff, sharing knowledge, and participating in code reviews and design discussions.
  • Must have the ability to plan, organize, prioritize, and schedule complex work across multiple concurrent initiatives.
  • Must have the ability to act as a technical consultant and maintain effective working relationships with clients and internal staff.
  • Knowledge of Agile development practices and IT service management concepts (such as ITIL) is preferred, along with familiarity with professional IT communities and ongoing learning.
  • Satisfactory work record, including satisfactory attendance and punctuality, is required.

Key responsibilities

  • Initiates and conducts reviews of requirements/specifications and/or client requests for new solutions or changes to existing solutions.
  • Creates estimates of effort and financial impact for the analysis, design, testing and implementation of solutions within scope of responsibility.
  • Designs new and/or modified enterprise-level solutions, ensuring they meet the client specifications and performance requirements, and are delivered within effort estimates.
  • Analyzes requests, evaluates alternative solutions, and provides recommendations to the Client, in consultation with the Manager.
  • Develops and/or reviews documentation related to solution analysis and design and makes recommendations to senior members of the team.
  • Ensures that coordination and integration are considered for new or modified solutions which potentially impact other IST areas or systems; and that they fit into the U of M environment/architecture.
  • Brokers conversations with other IST or U of M stakeholders in consultation with Managers.
  • Plans the work for the design, development and testing of new and/or modified solutions.
  • Oversees design and development efforts.
  • Writes project proposals and creates project intake forms.
  • Diagnoses reported problems with systems.
  • Escalates issues to management as appropriate.
  • Takes ownership of the resolution of major incidents escalated from lower-level IST classifications.
  • Leads the identification and implementation of corrective actions for areas of technical specialization, which may cross functional areas.
  • Coordinates the evaluation and implementation of patches/upgrades for areas of technical specialization.
  • Provides administration support as required within scope of responsibility.
  • Works proactively with the Incident Manager to resolve issues and restore system functionality.
  • Adheres to IST processes and ensures requests and incidents are resolved as per agreed upon SLA's.
  • Communicates with clients and the Service Desk regarding the status of problem investigation and resolution.
  • Ensures that systems have adequate license and support agreements.
  • Leads quality activities such as requirements, design, code, and testing reviews.
  • Develops and implements new metrics and measurement and reporting systems.
  • Confirms feasibility of suggestions/recommendations to improve service delivery and develops project/process improvement plans.
  • Oversees the implementation of approved changes.
  • Ensures that process improvements in area(s) of responsibility do not negatively affect other Technology Services areas.
  • Regularly reviews current processes and procedures for opportunities for improvements. Provides technical direction to other IST staff participating in the development, modification and implementation of new or revised IST policies, procedures and standards.
  • May participate in interviews for new staff as requested.
  • Manages the completion of minor projects and initiatives.
  • Acts as a technical resource to more junior IST staff.
  • Serves as the subject matter expert for area(s) of specialization.
  • Contributes to operational planning, and goal and objective setting for the unit.
  • Provides feedback to senior Technology Services staff regarding the allocation of staff to meet workload demands.
  • Coordinates with other IST Teams, vendors, and clients during implementation of vendor supplied systems and upgrades.
  • Coordinates with other teams (IST and Client).
  • Initiates the evaluation of new products and makes recommendations regarding purchase.
  • Develops and maintains positive working relationships with vendors; contacts Vendor as required and escalates issues as necessary.
  • Develops and tests new and/or modified enterprise-level solutions, ensuring they meet the client specifications and performance requirements, and are delivered within effort estimates.
  • Acts as a technical resource to other IST staff regarding the development of solutions in an SME (subject matter expert) role.
  • Creates and/or oversees strategy for Test Plans and Test Scripts for new and revised enterprise-wide systems.
  • Manages and maintains defect logs for new and revised systems. Coordinate's work done by staff to resolve defects.
  • Creates and/or oversees the creation of Transition to Operation documents, change requests, and change management documentation.
  • Prepares required operational documentation, ensuring that the operational aspects of the solution adhere to IST standards, and distributes appropriately.
  • Adheres to policy, IST guidelines, and team guidelines.
  • Participate in on-call process as required.
  • Provides on-site support to Bannatyne and Fort Garry Campuses and other satellite locations.
  • Occasional overtime is required.
  • Perform other related duties as required or assigned.
