  • Support procurement activities, including requirements packages and RFP/RFS content development.
  • Develop process maps, user stories/use cases, functional specifications, and integration requirements with related systems (e.g., HR systems, identity management, reporting tools).


Skill Set Requirements:

Business Analysis & Requirements Gathering:

  • Support procurement activities, including requirements packages and RFP/RFS content development.
  • Lead requirements elicitation for an enterprise Learning Management System (LMS) through interviews, workshops, process reviews, and stakeholder consultations.
  • Analyze current-state and future-state learning and training processes, identify gaps in LMS capabilities, and recommend improvements.
  • Develop process maps, user stories/use cases, functional specifications, and integration requirements with related systems (e.g., HR systems, identity management, reporting tools).
  • Conduct feasibility analysis and prepare business cases to support decision-making and funding approvals for LMS implementation.
  • Ensure all LMS-related requirements are complete, clear, and aligned with OPS learning strategy, technology standards, accessibility (AODA), privacy, and security requirements.
  • Lead requirements elicitation through interviews, workshops, process reviews, and stakeholder consultations.
  • Analyze current-state and future-state business processes, identify gaps, and recommend improvements.
  • Conduct feasibility analysis and contribute to the development of a business case to inform decision-making and secure funding approvals.
  • Ensure requirements are complete, clear, and aligned with OPS learning strategy, technology standards, and accessibility/privacy requirements.


Strategic Planning & Governance Support:

  • Conceptualize, plan, and lead the development of options and recommendations for LMS strategy, including system and financial modeling and impact analysis.
  • Support preparation of Treasury Board/Management Board submissions, briefing notes, and executive presentations.
  • Develop change management strategies and business re-engineering models to enable adoption of new processes and technologies.
  • Evaluate existing service delivery models and recommend improvements to ensure accountability and effectiveness.


Project Leadership & Collaboration:

  • Coordinate with multi-disciplinary teams including business, compliance, I&IT, and procurement.
  • Lead and facilitate workshops and stakeholder engagement sessions to build consensus and validate requirements.
  • Support procurement activities, including requirements packages and RFP/RFS content development.
  • Manage implementation planning and review stages to ensure timely achievement of strategic objectives.


Stakeholder & Relationship Management:

  • Build and maintain strong relationships with internal and external stakeholders to ensure alignment and collaboration.
  • Consult with senior management, executives, and governance bodies to provide briefings, recommendations, and strategic advice.
  • Negotiate and influence decisions to achieve consensus on requirements and solution design.
  • Demonstrate political acuity and professional judgment in managing sensitive issues and priorities.
