Job Description

Responsibilities
  • Works in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization's I&IT systems.
  • The I&IT Specialized Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT. Provides subject matter expertise in their field and highly expert technical assistance.

  • Acts as the technical advisor/expert on all aspects of a specific deliverable Provide the quality assurance/quality control of specific deliverables Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations
  • Develops processes and procedures for implementing deliverables Prepares reports and presentations including options, recommendations, implementation plans, etc.
  • Works with clients to define the scope of a project and to determine requirements Defines software, hardware and network requirements Analyzes I&IT requirements giving independent and objective advice on the use of I&IT Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems
  • Familiar with change-management principles and methodology
  • Knowledge and understanding of Information Management principles, concepts, policies and practices

    Experience and Skill Set Requirements

    IT Project Management Experience (35%)

  • IT Project Manager with 10+ years of experience leading full project lifecycles across application development, IT infrastructure, cybersecurity, enterprise software implementation, and digital transformation initiatives.
  • Skilled in developing end‑to‑end project plans, defining technical and business objectives, establishing scope, deliverables, timelines, and success metrics.
  • Expertise in resource planning and management, including allocation of technical teams, budget oversight, vendor coordination, and technology assets.
  • Proficient in identifying technical risks, conducting impact assessments, and creating mitigation and contingency strategies to ensure project continuity.
  • Strong financial management skills, overseeing project budgets, monitoring expenditures, and ensuring alignment with IT governance and fiscal controls.
  • Ensure all deliverables meet technical standards, security policies, compliance requirements, and stakeholder expectations.
  • Experience leading cross-functional IT teams, supporting task assignment, issue resolution, performance oversight, and cross-training to strengthen team capabilities.
  • Skilled at tracking project milestones, managing schedules using industry-standard tools, and providing clear, timely updates to stakeholders and leadership.
  • Adapt quickly to evolving project requirements, new technologies, and shifting priorities while maintaining delivery quality.
  • Conduct post-implementation reviews to assess performance, capture lessons learned, and refine IT project delivery processes.
  • Knowledge of application development methodologies, system architecture considerations, and IT governance best practices.
  • Experience using tools that support AODA Web Accessibility compliance.
  • Strong background with Agile-Scrum and DevOps environments, supporting iterative delivery, continuous integration, and collaborative development.
  • Project Management Technical Experience (35%)

  • Strong knowledge and hands-on experience with OpenText Content Suite Extended ECM (xECM), other enterprise content management technologies or other related OpenText products.
  • Managed multiple concurrent IT projects involving solution development, system enhancements, integration work, and technical upgrades in collaboration with vendors and internal teams.
  • Strong understanding of SDLC and STLC, ensuring projects follow structured technical development and testing processes.
  • Led IT infrastructure projects including server upgrades, network enhancements, storage solutions, system integrations, and hardware/software rollouts.
  • Oversaw enterprise-wide IT implementations, ensuring readiness planning, user onboarding, training, and structured change management to support successful adoption.
  • Experience managing cybersecurity projects, coordinating vulnerability remediation, compliance activities, security tool deployment, and alignment with security frameworks.
  • Led cloud migration initiatives, supporting transitions from on-premises environments to cloud platforms with focus on scalability, security, performance, and cost optimization.
  • Supported digital transformation initiatives involving modernization of legacy systems, adoption of new digital tools, and process automation.
  • Skilled in vendor management, ensuring contractual obligations, service-level agreements (SLAs), and technical requirements are met.
  • Strong experience developing and managing project budgets, forecasting resource needs, and optimizing spending for IT initiatives.
  • Effective communication with executives, technical teams, end users, and external stakeholders to align IT objectives and ensure transparency.
  • Skilled in risk identification, impact analysis, and implementing proactive mitigation strategies across technical projects.
  • Maintain complete project documentation including project plans, technical specifications, letters of agreement, risk logs, status reports, meeting minutes, and lessons learned.
  • Continuously incorporate insights from previous initiatives to improve IT project governance and delivery practices.
  • Public sector experience, including adherence to government standards, procurement policies, and accountability frameworks.
  •  Communication Skills (30%)

  • Strong technical communication skills with the ability to develop documentation such as project reports, assessments, governance artifacts, and executive summaries.
  • Able to translate complex technical information into clear, business-friendly language for stakeholders at all levels.
  • Skilled in facilitating meetings, workshops, and presentations to ensure alignment among technical teams, business sponsors, users, and senior leadership.
  • Maintain a high standard of customer service and professionalism with internal and external clients.


  • Must Haves:

  • Knowledge and experience with OpenText Content Suite and other OpenText Products.
  • Senior Project Manager with 10+ years of experience in project management, Project Planning, Resource Management, Governance, Risk Management and Change Management.
