Job Description

Must haves:

  • Bachelor's or Master's degree in a health informatics-related discipline, or an equivalent combination of education and demonstrated experience in health information systems, clinical informatics, or diagnostic/medical imaging solutions.
  • Minimum 5 years' experience performing business analysis on health I&IT initiatives, including requirements elicitation, analysis, and documentation.
  • Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions. 
  • Experience working in and/or knowledge of clinical and medical imaging workflows, including engagement with radiologists, imaging technologists, and other clinicians involved.
  • Experience supporting medical imaging archive/management platforms or solutions (e.g. PACS, VNA, image broker, integration engine).
  • Experience working with and/or knowledge of clinical repositories (e.g. XDS, FHIR) and point-of-care systems used in medical imaging environments (e.g. HIS, RIS, EMR, PACS, Clinical Viewer, Image Viewer).
  • Experience working with and/or knowledge of key health informatics standards and interoperability profiles used in medical imaging: HL7v2, FHIR, DICOM, and IHE.
  • Experience working in the public sector, preferably in a health care setting.
  • Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning and quality management).
  • Excellent Communication skills both verbal and written, and strong stakeholder engagement skills. 
  • Responsibilities:

  • Provides a comprehensive range of I&IT business analysis services to support programs and initiatives with diverse business, clinical, and technological needs across the organization.
  • Leads requirements elicitation, analysis, validation, and documentation activities by working closely with business stakeholders, subject matter experts, and technical teams to understand business needs, user expectations, and solution impacts.
  • Develops and maintains clear, structured business and functional requirements, use cases, process flows, and supporting artifacts that enable solution design, development, testing, and implementation.
  • Supports initiative and solution planning activities by helping to define business objectives, success criteria, scope boundaries, dependencies, and priorities aligned with organizational strategies and outcomes.
  • Facilitates prioritization of requirements and work items based on business value, customer/user impact, risk, feasibility, and resource considerations.
  • Works collaboratively with delivery teams (e.g., architecture, development, QA, vendors) to translate business needs into actionable requirements, clarify scope, and support timely and effective solution delivery.
  • Contributes to solution lifecycle activities, including change impact analysis, readiness assessment, testing support, and post-implementation evaluation to ensure solutions meet intended business outcomes.
  • Identifies gaps, inefficiencies, and improvement opportunities within current business processes and systems, and supports the development of future-state processes and solution options.
  • Prepares and advises on business analysis policies, standards, templates, and best practices, promoting a consistent and high-quality business analysis practice across initiatives.
  • Supports stakeholder engagement and communication, preparing materials and presentations to convey requirements, analysis findings, options, risks, and recommendations to both technical and non-technical audiences.
  • Works effectively with external partners, vendors, and third parties as required to support requirements clarification, solution alignment, and delivery coordination.
  • Manages multiple competing priorities, meets deadlines, and maintains productive client and stakeholder relationships in a fast-paced, complex environment.
  • Desired Skills:

  • Advanced analytical and problem-solving skills to assess medical imaging business processes, workflows, and solution impacts, identify business, privacy, and security risks, and support mitigation strategies aligned with provincial objectives.
  • Demonstrated experience leading requirements elicitation, analysis, validation, and documentation, facilitating discussions and negotiation with internal and external stakeholders, and producing clear business and functional artifacts for technical and non-technical audiences.
  • Experience supporting solution delivery and testing activities, including collaboration with QA teams on test planning, validation, and user acceptance testing.
  • Experience supporting operational readiness and transition-to-operations activities by contributing to the analysis and documentation of future-state operational processes, roles and responsibilities, support models, and handover requirements for health I&IT solutions.
  • Knowledge of structured, object-oriented, and agile methodologies and tools for defining and managing user and system requirements.
  • Strong communication and stakeholder engagement skills, with the ability to present analysis, options, recommendations, and status updates to program leadership, partners, and governance bodies at local and provincial levels.
  • Experience contributing to business cases, feasibility assessments, and cost-benefit analysis for health I&IT initiatives.
  • Ability to monitor progress, manage issues and risks, and report status to I&IT management and stakeholders in a complex delivery environment.
  • Awareness of provincial, national, and international trends in medical imaging, digital health, and interoperability to inform analysis and recommendations.
  • Ability to work independently, setting priorities and delivering outcomes aligned with program goals, timelines, and governance requirements.
  • Strong interpersonal and collaboration skills, with a proven ability to work effectively with:
  • Business, clinical, and technical stakeholders across Ontario Health and the broader health sector
  • Architecture, privacy, security, and policy teams
  • Medical Imaging vendors and delivery partners
  • External organizations (e.g., Ministry of Health, Canada Health Infoway)
  • A collaborative team player with a consistent track record of meeting deadlines and managing competing priorities.

  • Deliverables Include:
  • Support implementation planning for the Enterprise Imaging Vendor Neutral Archive (EI-VNA) by validating and refining business and functional requirements, and ensuring alignment with program objectives, clinical workflows, and applicable provincial standards.
  • Elicit, analyze, and document business and functional requirements to inform the EI-VNA implementation approach, including integration needs, dependencies, and impacts related to architecture, interfaces, and infrastructure, in collaboration with technical and architecture teams.
  • Coordinate and maintain traceability of requirements related to technical foundations (e.g., interfaces, security, data flows, infrastructure dependencies), ensuring business needs are clearly articulated and aligned with solution design.
  • Support the definition and documentation of data migration requirements, including sequencing, integration considerations, validation criteria, and onboarding requirements for contributing sites (hospitals, ICHSCs).
  • Support the definition and documentation of site (re)integration requirements, validation criteria, and onboarding for existing and new contributing sites.
  • Support EI-VNA deployment and site readiness activities in collaboration with internal and external stakeholders by validating that technical pre-requisites, migration tools, and interface components align with documented business, functional, and operational requirements.
  • Support operational readiness and transition-to-operations activities by contributing to the development and documentation of future-state operational processes, roles and responsibilities, support models, and handover requirements required to sustain EI-VNA services post-implementation.
  • Develop, maintain, and standardize business analysis documentation related to EI-VNA integration and migration processes for contributing hospitals and ICHSC participants, supporting consistency, knowledge transfer, and onboarding.
