ROLE PURPOSE

The Program Manager leads the day-to-day and long-term direction of a 24/7 residential Therapeutic Community supporting adults experiencing substance use challenges who come from a wide range of personal circumstances and socio-economic backgrounds. This role requires strong leadership, sound judgment, and the ability to manage people, systems, and risk in a dynamic environment. The Program Manager ensures the program operates safely and consistently, in alignment with therapeutic principles, trauma-informed practice, cultural humility, and regulatory standards, while fostering an environment that promotes accountability, skill development, and successful reintegration into the community. The role also supports staff performance, maintains clear operational standards, and delivers measurable outcomes for clients and funders.

STATUS

Exempt. This position is open to applicants of all genders.

Tuesday to Saturday, 1600-0000

This position requires the ability to work flexible hours based on operational needs.

REPORTING AND WORKING RELATIONSHIPS

  • Reports and is accountable to the Senior Manager of Programs or their designate
  • Participates as a member of Connective’s management team
  • Liaises with government and community agencies, volunteers, and members of the general public
  • Interfaces with justice partners, funders, and regulatory bodies as required for program reporting and accountability.

KEY ACCOUNTABILITIES

Administration

  • Implements and promulgates all policies and procedures, including developing appropriate manuals, brochures and handbooks
  • Hires, supervises, evaluates, transfers and terminates staff and/or contractors as necessary to fulfill program goals
  • Leads performance management processes within a non-union 24/7 environment, ensuring accountability, consistency, and defensible documentation.
  • Oversees 24/7 staffing model optimization and resource allocation within fixed funding envelopes.
  • Implements a system of staff orientation, supervision, in-service training and evaluation
  • Ensures all appropriate daily, monthly, and annual documentation of staff files and records are maintained
  • Accepts responsibility for daily and monthly financial and administrative aspects of the program
  • Leads corrective action planning, incident review, and audit readiness processes.
  • Track, compile, and maintain accurate expense reports and financial information, providing regular updates to the Senior Manager or designate.

Programs

  • Ensures effective, inclusive support programs are designed and maintained
  • Operationalizes and maintains the Therapeutic Community model, including structured behavioural progression systems.
  • Supports overall program strategic direction
  • Supervises and integrates clinical and operational functions to maintain therapeutic integrity.
  • Ensures funder guidelines, reporting requirements, success measures and timelines are met
  • Leads program improvement initiatives and structured change management processes.

Community

  • Maintains effective working relationships with community services and government agencies
  • Maintains relationships with justice partners, referral sources, and regulatory stakeholders.
  • Has a working knowledge of related community agency partners to ensure effective client referrals and support as required.

Facilities

  • Ensures facilities fulfill fire, health and safety regulations
  • Ensures the environment remains clean, safe, and therapeutically appropriate

On Call

  • Is available to resource staff in case of emergencies; ensures on-call coverage is arranged in their absence
  • Updates Senior Manager or designate immediately upon any emerging or emergency related situation.

Health and Safety

  • Functions as Occupational Safety and Health employer representative as required
  • Participates in health and safety investigations as mandated by statutory authorities
  • Supports organizational OSH initiatives
  • Maintains structured risk oversight and documentation governance practices.

Working Conditions

  • Adheres to Connective’s policies and procedures
  • Is available to work flexible hours as needed, which may include some evenings/weekends, as determined by program

Other Duties

  • May include other duties as directed by Senior Manager and or designate.

EXPERIENCE AND SKILLS

  • Bachelor’s degree and/or professional designation with minimum 5 years relevant experience is preferred. However, a combination of relevant training, work experience, and education may be considered.
  • Extensive experience in Mental Health, Substance Use, and/or Criminal Justice environments
  • Experience in residential substance use treatment and/or Therapeutic Community models.
  • Demonstrated experience managing non-union teams in 24/7 environments.
  • Strong performance management and culture leadership skills.
  • Experience leading organizational change or program stabilization initiatives.
  • Knowledge of crisis management, group process, and individual counseling
  • Strong administrative and fiscal management skills

  • Class 5 driver’s license
  • Personal transportation that is in good repair, insured for business up to $1,000,000 for liability, and which can be used to transport client (rare occurrence)

COMPENSATION

Annual Salary will be between $72,500 to $90,600 and will be based on experience and qualifications. This role is also eligible for the organization's comprehensive benefits package. The salary range provided represents the total compensation plan for this position. Actual salary placement will be determined based on a variety of factors, including pay equity, market conditions, candidate experience, internal equity, and organizational priorities. Placement within the range is typically at the midpoint.

Important: Candidates must be legally authorized to work in Canada, observe their weekly hours limit if under a temporary or study visa, and provide proof of eligibility if selected for the role.
