The First Nations Land Management Resource Centre (RC) serves and supports First Nations communities across Canada in regaining control of their lands, natural resources, and environment. Championing the historic government-to-government Framework Agreement on First Nation Land Management, the RC offers resources, training, as well as a variety of support services to foster autonomy, and innovative governance, as participating communities transition from the land management provisions of the Indian Act towards self-governance.

The RC in partnership with the Land Title and Survey Authority of BC (LTSA), is embarking on a multi-year, multi-million-dollar national program to establish and operate a First Nations-run, independent, non-profit, incorporated organization focused on delivering services to First Nations in Canada. The First Nation Land Governance Registry (FNLGR) initiative is expected to significantly advance the self-determination of First Nations while serving as a dedicated advocate for First Nations, blending traditional and contemporary approaches to land management on-reserve.

About the Opportunity
The RC in partnership with the LTSA is looking for a full-time Program Manager, First Nation Land Governance Registry, based in Canada (remote). You will join this position of an indeterminate length with the expectation to see projects spanning 2-3 years to completion, with an opportunity to grow into a more permanent role based on performance.
Reporting to the Director, Land Code Governance, and in collaboration with RC & LTSA staff, the Program Manager is responsible for planning and managing all aspects of program execution including timelines, budgets, internal resourcing, external vendors, customer and internal changes, issue tracking, risk management, and status reporting.
More specifically, your responsibilities include but are not limited to:
Planning and monitoring program progress to ensure milestones are met
Defining program controls and managing inter-dependent workstreams
Coordinating activities and managing resources across workstreams
Aligning program activities with business and strategic goals
Managing contracts and agreements with vendors
Applying change control processes to keep the program on schedule
Tracking progress and developing corrective action plans
Communicating progress, issues, and risks effectively

Note: The RC is posting this position on behalf of the FNLGR which is being developed by the RC and its partners.
Once operational, it is expected that these positions will transfer to the FNLGR as an independent not for profit corporation. Accordingly, employment with the RC will be temporary and end once the FNLGR is operational. Employees who are successful in such positions will eventually become employees of the FNLGR.
About You
To qualify, you will need a Bachelor’s degree in Computer Science, Software Engineering, Business Administration, or a related field, ideally supplemented with a Project Management Professional (PMP) certification.
A minimum of five years’ experience in program management is required, with a preference for those who have worked in sectors involving complex project landscapes such as non-profit, indigenous affairs, or government.
Additionally, the following skills and background will be highly valued:
Proven experience in leadership and change management
Familiarity with agile methodologies and organizational change management
Strong project management experience with large and complex projects
Demonstrated understanding of Indigenous culture
Expertise in budgeting and resource allocation protocols
Exceptional communication skills, including public speaking and presentation delivery
Proficiency in MS Office, Adobe, and virtual meeting platforms
Government experience (asset)
Proficiency in program/project management software (asset)
