Oshawa Health & Safety, and Environment (HSE) Manager


General Accountability: Reporting to the Canadian HSE Director, the Oshawa HSE Manager is responsible for the development and maintenance of Health and Safety, and Environmental programs within the Oshawa and USA Installations Operations. The role involves cross‑functional teams to drive safety, continuous improvement, waste reduction, and environmental sustainability. The Manager provides guidance from policy creation to operational HSE plans and implementation and ensures that all Oshawa facilities as well as USA installations are in compliance with applicable Federal, State/Provincial, and Municipal EHS regulatory requirements.


Major Responsibilities


Supervisory – Maintains staff by recruiting, selecting, orienting, and training employees, developing personal growth opportunities using approved policies and procedures. Ensures HSE team delivers agreed‑upon results by communicating expectations, planning, monitoring, and appraising results using the P+ Prysmian People Performance process; coaching, counselling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures with HR and approved procedures. Recommends merit increases and administers approved bonus structure for the HSE Department per approved procedures.


Strategic Planning – Working with the mission and goals, designs, revises, implements, and continuously evaluates HSE goals and strategies to ensure they support overall company goals and meet customer and legislative requirements. Develops and implements new business strategies for creating or improving processes and procedures utilizing Risk Rank down to improve corporate HSE performance.


Health & Safety, and Environment (HSE) and Integrated Management System – Develops, implements, and maintains policies and procedures for HSE. Reviews and analyzes HSE data and creates action steps to drive improved performance. Promotes and raises global awareness of the impact of changing HSE requirements, whether legislated or best practices, on corporate responsibility. Develops and implements HSE management systems, processes, and procedures that improve business operations in accordance with ISO 14001, ISO 45001, and Prysmian HSE management systems for NA operations. Keeps up to date with changes in HSE legislation, international standards, and best practice initiatives. Conducts risk assessments to identify, assess, and reduce HSE risks, updating assessments with business, regulatory, or other significant changes. Conducts safety and environmental audits in all BU Canadian locations as well as USA Installations to ensure compliance, evaluate performance, identify corrective action, and implement follow‑up assessments. Reviews audit reports from all EEBU NA locations and supports as needed. Investigates all accidents, incidents, and near misses to determine cause and recommend measures to prevent future occurrences and implement preventive measures. Prepares, presents, and follows up on actions for HSE Management Review meetings. Works with the Quality manager as an ISO Management Representative to communicate information on the HSE Management System and promote HSE culture throughout the organization. Takes a leadership role in maintaining a safe and healthy work environment by establishing, enforcing, and promoting Health & Safety policies and procedures, adhering to legislation, attending Health and Safety Committee meetings, and consistently promoting safety to employees. Leads and promotes policies, procedures, goals, and strategies to reduce environmental impact. Obtains all required permits, renewals, and completes required reports, filings, and other documentation to maintain EHS compliance in NA. Manages all HSE activities involving hazardous chemicals, electrical safety, work exposures, hazardous and non‑hazardous waste storage and disposal, fire protection equipment, spill kits, emergency drills, and first aid supplies. Interfaces with federal, state or provincial, and local government agencies (e.g., OHSA, OSHA, EPA, MOE) and Prysmian corporate when necessary to ensure ongoing compliance. Supports new equipment installations and facility construction projects as required, assigning local team leader for EHS activities including contractor safety training. Manages Hazard Communication programs to ensure regulatory compliance.


Training – Develops and presents in‑house HSE training workshops and/or manages outside training associates in conjunction with Human Resources to meet goals as required. Ensures employees recognize and understand their contributions to improving HSE performance.


Reports – Responsible for providing and managing the Parent ST chart, HSE reports on progress and achievements against the annual plan, and activities including Management Review.


Professional & Technology Knowledge – Maintains professional and technical knowledge by attending educational workshops and reviewing professional publications.


Team Effort – Contributes to team effort by accomplishing related results as needed.


Special Projects – Provides support with special projects relating to Health and Safety, and Environmental programs within North American Operations.


Key Attributes



  • Completion of post‑secondary education in Business Administration specializing in HSE, Operations Management or equivalent.

  • Minimum 5 years’ experience in a manufacturing ISO environment that involved Health and Safety, and Environmental management in a leadership capacity.

  • CSP or CRSP designation considered an asset.

  • In‑depth knowledge of Canadian Health & Safety legislation as well as current Canadian employment legislation; demonstrated experience in and a comprehensive understanding of all aspects of safety including operational risk assessments, regulatory compliance and reporting.

  • Extensive experience developing and maintaining corporate policies & procedures.

  • Thorough understanding of statistical and continuous improvement methods.

  • Expertise in developing and initiating continuous improvement.

  • Proficient in the use of Microsoft Office.

  • Experience in the rubber and/or thermoplastics manufacturing environment would be considered an asset.

  • Effective safety leadership skills, with a strong focus on HSE and business processes.

  • Able to identify key issues; creatively and strategically overcome internal challenges or obstacles.

  • Excellent planning and organizational skills with effective attention to detail and a high degree of accuracy.

  • High level of integrity, confidentiality, and accountability.

  • Sound analytical thinking, planning, prioritisation, and execution skills.

  • A well‑defined sense of diplomacy, conflict resolution, and people management skills.


Compensation Range: $87,000.00 - $117,000.00
