POSITION SUMMARY
The TPA is looking for a seasoned operations manager to join our fast-paced Parking Operations team to oversee janitorial maintenance and ambassadorial operations in TPA-operated parking garages and lots. Our ideal candidate possesses supervisory-level experience in operations, facilities maintenance, or janitorial/environmental services, with strong people management and labour relations skills, is a proactive self-starter and is highly organized.

As a senior member of the Operations team, the Manager supports and collaborates with the Senior Manager, to lead and motivate their team in the consistent delivery of high-quality day-to-day performance in all TPA- operated parking garages and lots.
RESPONSIBILITIES
Facilities and Custodial Maintenance Management
- Assists in the development and performance of the custodial maintenance executional framework to ensure facilities are clean and maintained at industry leading standards.
- Monitors the cleanliness and maintenance of facilities using a structured periodic audit program and arranges maintenance and repair needs for all TPA facilities in collaboration with the Facilities Maintenance team.
- Manages and maintains accountability for the efficient and effective use of all materials, vehicles, equipment, tools, and supplies required for custodial maintenance activities.
- Provides business relationship oversight for off-street operations contracts and oversees associated inspection requirements of work performed by contractors.
Garage Ambassadorial Program Management
- Manages the delivery of face-to-face customer service through the effective deployment of Ambassadorial staff at specific TPA garages.
- Creates customer service standards for the Ambassadorial program, ensuring they are maintained through effective supervision of Ambassadorial staff by the supervisory team.
Leadership and Employee/Labour Relations
- Oversees the day-to-day delivery of custodial maintenance, ambassadorial programs, supervision and staffing of the TPA’s Off-Street Operation through effective leadership, coaching.
- Plans, coordinates, and directs activities and schedules of supervisors and staff involved in the delivery of custodial maintenance, in accordance with the Collective Agreement.
- Works closely with HR to effectively manage hiring, attendance management, performance management, progressive discipline, grievance procedures, training and development and retention.
- Participates in the Joint Health & Safety Committee; provides leadership in developing, communicating, and implementing health and safety requirements and initiatives.
- Manages unionized teams effectively in compliance with the Collective Agreement and engages with union representation as needed to resolve labor issues.
Budgetary Responsibilities
- Assists in the preparation of annual operating budget for off-street operations with emphasis on labor management and capital expenses; manages operating expenses.
- Supports the procurement of operating equipment as it relates to the annual Capital.
QUALIFICATIONS:
- A degree or diploma in Business or Operations Management is considered an asset.
- Certification or equivalent experience in custodial maintenance, facilities management or project management.
- Minimum 5 years’ experience in an operations, hospitality, retail or parking management environment; minimum 3 years in a supervisory role, preferably in a unionized environment.
- Direct experience in custodial maintenance is considered an asset.
- Experience in staffing and resource allocation.
- Experience with coaching, interviewing and performance management.
- Experience with budgets, procurement, and contract management.
- Conflict resolution, problem solving and negotiation skills. Sound judgement, prioritization, and decision-making skills.
- Excellent interpersonal skills with the ability to establish and maintain good working relationships, demonstrated ability to work as an effective team member.
- Valid G driver’s license with access to a vehicle for frequent travel to TPA facilities.
