Main Purpose & Function The Evelyne Saller Community Centre is a community resource providing social, nutritional, health and recreational programs and services to low income residents of the Downtown Eastside. Reporting to the Senior Manager of the Evelyne Saller Centre, the Manager, Community Centre Operations is responsible for managing operations at both a strategic and operational level to ensure the safe, welcoming and responsive operations of the Evelyne Saller Centre. The Manager integrates values based leadership and decision making into the operations, including; the management of staff, safety and security of staff, patrons, and building operations, and the development and implementation of policies and procedures, based on the mission and values of Arts, Culture, and Community Services and the City of Vancouver. Additionally, this position participates in establishing and implementing the strategic plan for the Centre and assists the Senior Manager of the Evelyne Saller Centre with community development, centre services, developing and monitoring the budget.
This position assumes acting responsibilities for the Senior Manager as needed. The Manager works closely with other ACCS Community Centres, City departments including human resources, finance, facilities and corporate services. External stakeholders include Friends of the Evelyn Saller Centre Society board members and centre volunteers as well as Provincial Ministries. Specific Duties & Responsibilities Works collaboratively with other ACCS Community Centres in the coordination or sharing of best practices regarding programs, services, policies, and procedures Act as a champion and contribute to the leadership of the Centre, modeling personal excellence and supporting staff to incorporate value based decision making, adaptability, and innovation and initiative into their work Ensures the occupational health and safety of staff in the Centre, as per the City of Vancouver Safety Management System and BC’s Occupational Health and Safety Regulations and works closely with the ACCS Health & Safety Coordinator to establish a safe and healthy environment for staff, volunteers, patrons, and community members.
Assists in the development and monitoring of an annual operating budget, including preparing annual minor and capital request submissions. Prepares reports on Centre programs/services as required; develops reports for funders and senior government Participates in the development of Centre codes of conduct, policies, procedures, programs, services and emergency response plans Ensuring optimal facility management, including ongoing maintenance and planned improvement Develops and implements plans and procedures to ensure the safety and security of the staff, patrons and facility and mitigate risk, in conjunction with the Senior Manager and Security Coordinator Responsible for Human Resource functions including hiring, training, performance management, attendance management and labour relations matters Represents the employer at grievance hearings and other employment related hearings such as arbitrations, Labour Board hearings, and Human Rights hearings Leads a service oriented culture and communicates with patrons to provide information and to respond to enquiries or complaints Works with the Senior Manager to build positive relations within the Downtown Eastside through community building activities Other duties/responsibilities as assigned Qualifications Education and Experience: University graduation with a degree in social sciences, recreation, leadership, adult education business administration or a related discipline A minimum of five years’ related experience in the social services field, in progressively senior positions, with at least two years’ experience in a management position. Five years’ management experience is preferred Experience managing in a unionized setting is considered an asset Knowledge, Skills and Abilities: Interests and needs of the patrons who face multiple barriers including poverty, mental health issues, physical disabilities, and/or drug or alcohol dependencies and who may be marginally housed or homeless Social issues of poverty, isolation, trauma, addiction, colonialism and the impacts of marginalization on community members, preferably within an urban context Volunteer programming, preferably for a disadvantaged and multicultural community Service procedures and requirements for social, recreational and health programs Violence prevention and crisis response practices and strategies Demonstrated ability to lead and manage employees by way of best practices in hiring, coaching, mentoring, training, and managing performance and attendance Demonstrated ability to establish goals and manage competing priorities Demonstrated ability to organize training and education to support professional practices for staff working with marginalized patrons Demonstrated ability to work with an unionized environment Demonstrated ability to promote, oversee and coordinate programs and services Demonstrated ability to establish and maintain effective working relationships with a variety of internal and external stakeholders Demonstrated ability to prepare reports, proposals and monitor program expenditures Demonstrated ability to actively listen, reflect and reframe concerns or ideas and to work with people compassionately and tactfully Ability to operate consistently within the City’s values base and provide a positive role model for staff, volunteers and patrons Demonstrated collaboration skills to promote a positive environment and good morale Excellent leadership and team-building skills and the flexibility to adapt to a rapidly and challenging environment Ability to work in a respectful and positive manner, dealing with people compassionately and tactfully Driver’s License and Record Checks: A current and valid Class 5 BC Driver’s License and a Satisfactory driving record A Police Record Check is a requirement of this position. A clearance requires the absence of any criminal charges or convictions related to this position.
