Manager of Business Development – Design Build


KAPP Infrastructure is a Canadian general heavy civil contractor with 40 years of experience in infrastructure construction projects. We deliver marquee projects in key markets including water distribution, hydro, underground works, large bridge structures, and other major civil works. Work in these markets is delivered in all geographies throughout Ontario and includes traditional project delivery as well as alternative modes such as Design-Build (DB), Construction Management (CM), Progressive Design-Build (PDB) and EPCM.


The Role:


Reporting to the VP, Operations and VP, Finance & Commercial Management, the Manager of Business Development – Design-Build is fully responsible for identifying, developing, and converting strategic alternative-delivery opportunities into awarded projects. This role owns the front-end market strategy, partner relationships, opportunity selection, and pursuit leadership for all Design-Build and alternative delivery work across KAPP.


Here is what you will focus on:


Market & Opportunity Management



  • Identify, qualify, and prioritize Design-Build, P3, Progressive DB and alternative-delivery opportunities.

  • Track public and private market pipelines and ensure KAPP is positioned early with owners, designers, and partners.

  • Develop go-/no-go recommendations aligned with corporate strategy, risk tolerance, and margin objectives.

  • Lead the development of pursuit strategies for all alternative delivery projects.

  • Maintain market intelligence on competitors, clients, consultants, and delivery models.

  • Lead the pursuit of all Design-Build and alternative delivery opportunities from identification through contract award.

  • Coordinate internal teams, design partners, estimators, operations, and executives to build winning proposals.

  • Develop value propositions, win strategies, and technical differentiators.

  • Oversee proposal schedules, deliverables, and compliance.

  • Participate in interviews, presentations, and negotiations with owners and partners.

  • Ensure proposals are commercially sound, technically strong, and aligned with KAPP’s risk profile.


Partnership & Client Development



  • Establish and maintain strategic relationships with engineers, owners, and specialty contractors.

  • Identify and secure design partners and joint‑venture partners for pursuits.

  • Act as a senior representative of KAPP in the Design‑Build marketplace.

  • Build long‑term relationships that generate repeat and negotiated work.


Strategic Planning



  • Align Design‑Build and alternative‑delivery pursuits with KAPP’s corporate growth strategy.

  • Identify emerging delivery models, markets, and client needs.

  • Contribute to long‑range business planning and revenue forecasting.

  • Support diversification into new markets and delivery methods.


Leadership Style



  • Engage and inspire pursuit teams across estimating, engineering, operations and executive leadership.

  • Promote collaboration, accountability and high performance.

  • Support and communicate company strategy and decisions in a committed manner.

  • Develop future leaders in business development and pursuit management.

  • Model KAPP’s core values in all external and internal interactions.


Measures of Job Expectations



  • Secure Design‑Build and alternative‑delivery work that meets annual revenue and margin targets.

  • Build and maintain a strong pipeline of qualified, winnable opportunities.

  • Establish KAPP as a recognized Design‑Build partner in the Ontario market.

  • Strengthen long‑term relationships with key clients and design partners.

  • Improve pursuit discipline, win rates, and strategic project selection.


Requirements:



  • Bachelor’s degree in Engineering, Construction Management, Business or related field, or equivalent experience.

  • MBA is preferred

  • Minimum 5 years of experience in heavy civil construction, with significant exposure to Design‑Build or alternative delivery.

  • Proven success leading major pursuits exceeding $20 million.

  • Strong understanding of risk, commercial structures, and project delivery models.

  • Exceptional communication, presentation and negotiation skills.
