Lead Facilities Maintenance Specialist


Position Summary

This position description has been prepared to assist in evaluating duties, responsibilities, and skills of the position. It is not intended as a complete list of specific responsibilities and duties, nor is it intended to limit duties to those listed. This position is responsible for performing building maintenance tasks in one or more field, for example, carpentry, electrical, heating, ventilation, and air conditioning, plumbing, etc. This position is responsible for overseeing all Vernon County buildings and facilities.


Essential Duties and Responsibilities

  • Performs skilled maintenance and repairs on structures, facilities and equipment in one or more of the trade disciplines, i.e., electrical, electronics, plumbing, HVAC, carpentry.

  • Performs installation of units, systems and components of the assigned work, e., alarm systems, plumbing features, control panels, windows.

  • Reads blueprints, diagrams, specifications, manuals, and/or sketches in the preparation and performance of tasks.

  • Ensures all work performed adheres to established safety standards, building codes and regulations, and engineering standards where applicable.

  • Performs preventive maintenance according to assigned schedules or when applicable.

  • Operates various standard hand-held manual, electrical, and gas-powered tools and equipment.

  • Operates a variety of specialized trade specific tools and equipment, ie.- diagnostic instruments, welders, leak detectors, trade specific meters and gauges.

  • Works in a variety of confined or enclosed spaces, e., ceilings, boiler rooms, cells, duct systems.

  • Performs various record maintenance duties where applicable, i.e., work orders, materials and supplies ordered/utilized, cost estimates, labor required, maintenance logs.

  • Conducts regular inspections to identify, address, and enforce code violations, including fire safety regulations. Ensure compliance with all relevant safety and building codes.

  • Recognizes and reports any detected deterioration, repair needs, and maintenance needs.

  • Performs routine maintenance on grounds, parking areas, driveways, etc. by cutting trimming, pruning, policing, sweeping, snow removal, etc. as necessary or instructed.

  • Maintains a comfortable temperature level in buildings for employees and the public.

  • Maintains appropriate protection levels in the proper care and use of barrier devices for protection against Blood Borne pathogens. Ensures proper use, maintenance, care, and accounting of materials, tools and equipment.

  • May operate an agency vehicle.


Related Job Functions

  • Oversee, lead, and direct the work of the maintenance team.

  • Responsible for working safely and in compliance with facility safety policies, procedures, and standards; reports and/or corrects any observed or potential safety hazards.

  • Independently performs maintenance and repairs on buildings, equipment, and grounds to ensure proper operation and safety.

  • Responsible for maintenance, repair, and servicing of facility systems.

  • Establishes and maintains effective working relationships with coworkers, supervisors, and external partners.

  • Communicates and coordinates with city and county department heads, managers, vendors, and local service providers as needed.

  • Performs road patching, snow removal, and other road or grounds maintenance tasks as assigned.

  • Willing to work outside of standard hours, including evenings, weekends, or in alternate positions, as needed to support department operations.

  • Required to be on-call to respond to emergency situations or urgent maintenance needs outside of regular working hours.

  • Performs other related duties as required or directed.


Supervisory Duties

  • Participate in employee recruitment, interviews, and hiring decisions.

  • Lead and oversee onboarding and orientation for new staff.

  • Assign work duties, set performance expectations, and monitor day-to-day staff activities.

  • Conduct regular and timely performance evaluations.

  • Identify and address performance issues, including administering disciplinary action and making termination recommendations as appropriate.

  • Provide ongoing training, coaching, and professional development opportunities for staff.

  • Promote a respectful, inclusive, and productive work environment.

  • Participate in departmental budgeting and capital improvement planning.

  • Monitor and manage departmental expenditures in accordance with the approved budget.

  • Ensure compliance with Vernon County policies, procedures, and applicable laws and regulations.


Physical Demands

  • Must be able to remain in a stationary position (standing or sitting) and move about for extended periods.

  • Ability to lift, push, pull, and move equipment or materials weighing up to 50 pounds.

  • Regularly exposed to interruptions, which may require shifting focus quickly.

  • May be exposed to workplace hazards such as moving equipment, sharp objects, high temperatures, and strong odors.

  • Possible exposure to infectious agents, hazardous materials, and contaminated surfaces.

  • Uses breathing apparatus, hearing, gloves, and eye protection as necessary.

  • Ability to work in confined or restricted spaces as required by specific maintenance tasks.

  • Must be able to work in a variety of environmental conditions, including extreme heat, cold, rain, or snow.

  • Ability to communicate effectively in English, both verbally and in writing.

  • Proficiency in using office and maintenance-related technology, including computers, printers, and mobile devices.

  • Visual acuity necessary to read printed materials, digital screens, and perform detailed inspections.

  • Manual dexterity and coordination to operate tools, use keyboards, and complete repetitive tasks.

  • Must be able to interact with the public and coworkers in a courteous and professional manner.

  • Travel between Vernon County locations to perform assigned duties.

  • Ability to handle occasional high-pressure situations, including tight deadlines and emergency repairs.

  • Minimal potential for exposure to blood or bodily fluids, depending on work assignments.


Education and Training Requirements

  • High school graduate or GED; 1-2 years vocational experience and 2-4 years of maintenance work in a medium-sized building. In evaluating candidates for this position, the County may consider a combination of education, training and experience, which provides the necessary knowledge, skills and abilities to perform the duties of the job.

  • Journeyperson License when applicable to the specific trades assignment, e.g., plumbing, HVAC, electrical.

  • Possession of a valid driver’s license and reliable transportation with adequate auto insurance to meet minimum County requirements, or access to reliable transportation for city and rural travel
