About The Role
The Change Management Lead is responsible for developing and executing strategies to ensure successful adoption of the Human Capital Management System (HCMS) across the City of St. Catharines. This role will lead organizational change initiatives, stakeholder engagement, and training programs, driving user adoption and minimizing resistance. The Lead will work collaboratively with project teams, leadership, and end-users to facilitate seamless transitions to new processes, technologies, and business practices.
What You’ll Be Doing
- Develop and implement change management strategies and plans aligned with project objectives and organizational goals.
- Conduct change impact assessments to understand implications for individuals, teams, and the organization.
- Identify and engage Change Champions across departments to support the change journey.
- Design and deliver communications that build understanding, acceptance, and ownership of new processes and systems.
- Monitor and measure change adoption and effectiveness, providing regular progress updates and recommendations for adjustments.
- Identify and assess risks and resistance to change, developing mitigation strategies.
- Provide guidance and support to project teams and leaders on change management best practices.
- Develop and execute a comprehensive training plan for all user groups.
- Collaborate with subject matter experts to ensure training materials reflect the perspectives and needs of staff.
- Assess training effectiveness and adjust programs as needed to maximize user proficiency and confidence.
- Facilitate workshops, knowledge transfer sessions, and readiness assessments.
- Create targeted communications for all stakeholders, ensuring clarity and consistency in messaging.
- Develop feedback mechanisms (e.g., surveys, focus groups) to capture input and address concerns throughout the project lifecycle.
- Foster a culture of transparency, collaboration, and continuous improvement.
What's Required
- University degree in Business, Human Resources, Communications, or related field.
- Five (5) years of relevant experience influencing others in a professional capacity, preferably in Human Resources, Organizational Development or Communications.
- Proven experience developing and executing change management and training plans.
- Certification in Change Management (CMP, Prosci, or equivalent) is an asset.
- Strong knowledge of change management principles, methodologies (e.g., ADKAR, Prosci), and tools.
- Excellent communication, facilitation, and interpersonal skills.
- Proven ability to work collaboratively and analytically in a problem‑solving environment.
- Experience conducting skills gap analyses and creating training materials.

Schedule: Monday to Friday, 8:30 AM to 4:30 PM

Work Mode: Hybrid (less than 50% remote)

Position Type: Temporary, Full‑time
Duration: 18 months

Other Requirements
Ability to travel between City work locations. Candidates selected for the position will be required to complete the Ministry of Labour’s Worker Health and Safety Awareness training and provide proof of the educational credentials listed on their resume and job application.
