Summary/Purpose

Position Description & Qualifications

The FAcT Deputy Program Manager is a key leadership role supporting the delivery of the Future Aircrew Training (FAcT) 25‑year Program at 15 Wing Moose Jaw. The position ensures the effective execution of Serco's obligations related to Site Services, Infrastructure Operations, Facility Management, and asset performance under the FAcT contract.

Operating as the on‑base leadership presence for Serco, the Deputy Program Manager ensures that 15 Wing maintains a safe, efficient, compliant, and mission‑ready environment in support of RCAF aircrew training. The role also plays a critical function in guiding the transition from the legacy NATO Flying Training in Canada (NFTC) Program to FAcT, including migration of site services, operational readiness, and integration with the new Prime Contractor's service delivery model.

Key Responsibilities

This role is central to the success of Serco's long‑term contribution to the FAcT Program and the modernization of Canada's aircrew training enterprise. The Deputy Program Manager serves as a bridge between legacy operations, transition activities, and steadystate future service delivery.

FAcT Program Delivery at 15 Wing

Lead the day‑to‑day execution of Serco's FAcT responsibilities at 15 Wing, ensuring alignment with contract performance requirements, operational standards, and safety expectations.
Oversee local Site Services operations including facility management, infrastructure performance, environmental services, grounds, fleet, airfield support, utilities, and contracted services.
Ensure 15 Wing facilities and systems remain operational, compliant, and responsive to Program, RCAF, and base user requirements.

NFTC → FAcT Transition Leadership

Support the FAcT Program Manager and NFTC Program Manager in all aspects of transition activities.
Track and execute transition milestones related to personnel, facilities, systems, infrastructure, equipment migration, and service integration.
Lead identified transition work packages such as service re‑baseline, infrastructure turnover, documentation migration, and readiness validation.
Coordinate with the Prime Contractor, DND/CAF, CAE (as legacy provider), and other stakeholders to ensure a smooth and uninterrupted transition of services.

Governance & Stakeholder Engagement

Represent Serco in on‑base governance forums with the Prime Contractor, RCAF, and 2 CAD stakeholders.
Maintain strong relationships with base authorities, operational users, Serco corporate functions, subcontractors, and regulatory bodies.
Provide timely and accurate reporting for corporate, contractual, and client requirements.

Leadership, People, and Performance

Provide on‑site leadership to Serco personnel and subcontractors, ensuring a cohesive, safety‑driven culture.
Mentor supervisors, team leads, and technical staff, enabling effective decision‑making and operational execution.
Track team performance, capacity, and readiness, identifying skill gaps and supporting development.
Promote inclusion, integrity, high accountability, and continuous improvement.

Financial and Commercial Support

Contribute to annual Operating and Capital Budget planning, forecasting, and cost management.
Support development of Contract Change Proposals, Additional Work Requests, Task Authorization estimates, and other commercial submissions.
Monitor operational KPIs, asset performance metrics, and contractual performance indicators.

Compliance, Safety & Risk Management

Ensure compliance with Serco, DND/CAF, Provincial, and Federal regulatory requirements across health & safety, environment, quality, and engineering governance.
Maintain and execute the Site Emergency Response, Environmental Management, Hazardous Materials, and Safety Management systems.
Lead or support internal audits, risk assessments, and readiness reviews.
Manage risk registers for both transition and steady‑state operations.

Job Requirements

Education & Certifications

Graduate Degree preferred in engineering, business, project management, aviation operations, or related field. Technical degree or Bachelor's degree with valid experience will be considered for this position.
PMP or equivalent certification preferred.
Ability to obtain and maintain Government of Canada Level I security clearance.

Experience

6–10 years of experience (Graduate Degree) or 10-15 years (Technical Degree) in aviation, airfield operations, infrastructure management, or complex technical service delivery.
Demonstrated experience leading operational teams in a high‑reliability environment.
Experience in DND/CAF environments, airport/airfield operations, or large‑scale training delivery programs considered strong assets.
Experience with transition programs, service migrations, or phased operational stand‑ups is an asset.

Skills & Competencies

Strong leadership, communication, and cross‑functional coordination skills.
High integrity, sound strategic judgement, and strong operational decision‑making capability.
Ability to manage budgets, interpret financial data, and support commercial documentation.
Strong understanding of asset management, facilities operations, engineering processes, and safety governance.
Able to influence diverse stakeholders including military personnel, corporate functions, subcontractors, and equipment or service providers.

Mental And Physical Effort

Mental: Activities are moderate to high intensity at more than 4 hrs/day
Physical: Activities are low intensity, less than 1 hrs/day

Working Conditions

Based on site at 15 Wing Moose Jaw Saskatchewan with occasional travel to Ottawa and other FAcT sites located in Manitoba.
Work embedded within an interdisciplinary environment including the Prime Contractor, Government of Canada representatives, and RCAF partners.
Moderate mental workload (4+ hours/day) and low physical demands (<1 hour/day).
Minor risk of operational or facility‑related hazards consistent with an active airfield environment.
