Job Summary
As a critical role within the Business Service Transformation team, the Digital Transformation Technical Lead role combines strategic leadership, technical expertise, and project management to ensure successful delivery of our core Business Service solutions that align with government regulations, compliance requirements, and organizational goals. This role oversees the design and integration of the SAP Roadmap, Business Service solution integrations within the SAP Roadmap, as well as other critical business solutions, installation of new configuration, evaluation and management of security requirements, as well as project management and technical architecture responsibilities, thereby ensuring seamless integration, compliance, and performance of the core Business Service systems across multiple departments.
Collaborating with functional teams as well as third party vendors, the Digital Transformation Technical Lead will support the delivery of the Region of Halton's "Deliver Digital" roadmap.
Duties & Responsibilities
- Provide technical leadership on end-to-end Business Service Transformation, with a focus on SAP implementation or enhancement projects.
- Working with third party vendors, Business Service Transformation project team, and SAP Operations team, define and design system architecture aligned with organizational goals, IT strategy, and SAP best practice
- Manage project timelines, budgets, risks, and deliverables across cross-functional teams.
- Collaborate with impacted parties to understand requirements and translate them into technical specifications and architectural blueprints.
- Oversee integration with third-party systems, ensuring security and interoperability.
- With The Region of Halton's SAP Operations team, conduct quality assurance, system testing, and performance optimization.
- Ensure adherence to public sector regulations, data privacy, and security standards.
- Manage all technical aspects of project planning and execution including resource alignment and activities
- Working with cross functional Digital teams review, develop and manage development standards and strategy documents (Security, Landscape/Infrastructure, Legacy Decommissioning, Data, Development)
- Participate in Process and Solution Design Council (PSDC)
- Provide input on non-functional requirements (e.g. BASIS, Security, infrastructure) as applicable
- Oversee all technical activities Project phases across all enhancements
- Provide technical inputs to cutover plan for both SAP and non-SAP legacy systems
- Participate in the development of training materials for technical resources
- Participate in disaster recovery and contingency planning
- Provide input to the cutover strategy and plan
- Participate in Hypercare planning
- Participate in Go/No Go toll gate meetings
- Participate in Hypercare, as required (e.g. Site Lead)
Skills & Qualifications
- Bachelor's or Master's degree in Computer Science, Information Systems, or related field.
- 7+ years of experience in SAP implementation and architecture (ECC, S/4HANA, BW, Fiori, etc.).
- Proven track record as an SAP Project Manager or Lead Architect, preferably in the public sector.
- Strong knowledge of SAP modules (e.g., FI/CO, MM, HCM, SRM, etc.) and integration techniques (ALE/IDoc, PI/PO, APIs).
- Experience with ITIL, TOGAF, or other architecture frameworks.
- Strong stakeholder management and communication skills.
- Technical expertise in configuring, monitoring, and troubleshooting SAP Private Cloud systems.
- Previous work on government, education, or healthcare sector projects.
- PMP, PRINCE2, or SAP certification.
- Understanding of cybersecurity frameworks relevant to government systems (e.g., NIST, ISO
