Job Description

This position currently falls within our hybrid model, allowing the employee to typically work a minimum of 50% of your time at your regular work location and the other 50% of time at home.

Job Summary

Reporting to the Manager, Capital Planning, the Capital Planning Specialist leads and coordinates infrastructure capital planning activities for Public Works divisions. The role is responsible for developing and coordinating of multi-year capital plans, including the 10-year capital plan and annual capital forecast, as well as related studies and planning initiatives that inform infrastructure investment decisions and divisional master planning and growth-related priorities. The Capital Planning Specialist also leads pre-project planning activities, including the development of scopes of work and preparation of Requests for Proposal (RFPs) for condition, feasibility, facility, and other technical assessments and studies that lead to future infrastructure project design and delivery.

Education

  • Post-secondary degree or diploma in Civil Engineering or a related field of study. Post-graduate certificate as a Certified Asset Management Professional or equivalent is preferred.
  • Additional training in any of the following areas: ISO55000 methods/approaches, Reliability Engineering, Accounting/ Finance, Project Management and Operations Management is preferred.
  • An equivalent combination of education, experience, and qualifications may be considered.

Knowledge

  • Minimum 5 years of progressive capital planning experience in an industry-related environment.
  • Demonstrated experience preparing multi-year capital plans and budgets for large, multi-divisional asset portfolios.
  • Experience applying asset lifecycle management principles to optimize capital renewal, maintenance strategies, level of service, and risk management in a utility or municipal environment.
  • Experience developing and implementing evidence-based, prioritized capital and maintenance budgets, informed by asset condition, criticality, risk, and performance metrics.
  • Experience applying lifecycle costing, investment prioritization, and integrating asset condition and risk data into capital planning.
  • Knowledge of Ontario infrastructure funding frameworks, Ontario Regulation 588/17, PSAB 3150, and Development Charges Act is preferred.
  • Knowledge of strategic capital development, including planning, analysis, forecasting, and program/process development for rehabilitation and renewals.
  • Risk management experience, including identification, assessment, and mitigation.
  • Knowledge of asset management principles, lifecycle planning, sustainability, and performance improvement.
  • Experience in project management lifecycle for large-scale, complex infrastructure projects.
  • Familiarity with linear and vertical asset portfolios and infrastructure projects.
  • Advanced analytical, project management, and problem-solving skills, with the ability to translate technical data into actionable recommendations.
  • Strong written and verbal communication skills for technical and non-technical audiences.
  • Professional designations such as P.Eng., C.E.T., PMP, or an asset management certification (IAM, NAMS, or equivalent) are considered an asset.
  • Contribute to divisional initiatives and continuous improvement activities that strengthen planning and capital program effectiveness. (10% of time)

Responsibilities

  • Lead and coordinate the development of fiscally responsible and technically accurate multi-year capital plans and forecasts for Public Works related infrastructure, to ensure it remains in a safe and reliable state of repair and supports growth. (45% of time)
  • Lead the pre-project/program planning process to ensure infrastructure projects are ready for design and delivery. (30% of time)
  • Support financial planning and management activities to enable sound capital investment decisions. (15% of time)
  • Perform other related duties and responsibilities as assigned or required.

  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
